Do you have the actual press release to link to because this sounds a bit spun! This sounds, under the surface at least, like something done to takcle 'bad faith' applications, certainly the range of penalties is wide (1-10 years) and to my mind that envisages a wide range of curcumstances, probably well beyond honest mistakes. Do we actually know what the exact proposal by the government was, this sounds selective and then some. ‘anyone making EVEN an honest mistake’ – I assume this is quoted from the press release.
