People in London should make the concerte effort in reporting at least 10 events to a local police officer every day: a stray paper on the sidewalk, a pigeon picking more than its fair share of corn, a tourist with bad taste in clothing, an elderly woman eating two pieces of cake in Harrod’s. No event is too unimportant or trivial to report.

Report everyday like it’s going out of style. Let experienced officers make a decision of what steps to take, 100 million times a day.
