It's never going to be enough and that['s why Mr. Brown is only throwing a few crumbs. He knows full well that if he was going to go far enough, he'd have to allow/offer every person whose life was risked by the so-called liberal interventions - an alternative life here. that would only be fair. and that =clearly= would be the end of liberal interventions. mind you, its a very good point. next time we hear about any plans for an intervention, let's see if they incorporate this aspect into it - what happens when the place is so mucked up, no one wants to live there anymore, are we happy to have them all over here? and if not, then maybe we shouldn't go and muck it up.
