		<description>I would have grilled him on labour&#039;s scant environmental policies, both because of the relevance of the issue and just for the heck of defying expectation. 		<description>Sofia - Its all to do with the tightness  of the weave.  The looser the weave the less pretection.  An ordinary cotton shirt will block it out, but when wet and against the skin, it does not really protect so well, hence you may notice more and more swim wear is using a lycra weeves that are designed to still protect when wet.

I would hazard that a burqa will cut it out almost completely.
