Debate: Forty Years on: Israel, the Occupied Territories and International Law

This is the first in a series of meetings by Independent Jewish Voices whose purpose is to explore and elaborate the principles and themes of their Declaration.

The focus of this evening will be principle 3: “Peace and stability require the willingness of all parties to the conflict to comply with international law.”

40 years after the June war of 1967 and the start of the Israeli occupation of Palestinian territories, three eminent professors of international law will discuss the status of international law in the West Bank and Gaza Strip and ask what requirements this imposes on both the occupying power and on the people under occupation.

The speakers have a variety of views on the nature of the occupation, so this promises to be a very lively discussion on:

- The legality and legal status of the occupation.
- Whether the Gaza Strip can still be considered Israeli occupied territory in law.
- The application of the Geneva Conventions and international humanitarian law.
- The role of the Israeli Supreme Court in relation to military law and its jurisdiction over Israeli citizens and non-citizens resident in the West Bank.
- The judicial system in the West Bank, apart from military law, and the legal status of the Palestinian Authority.
- The legal processes that those claiming abuses have recourse to.
- The status in law of national security (including the meaning of proportionality), ‘targeted killings’, ’suicide bombers’ and the separation barrier.
